St John SA Local Government First Aid Education & Compliance

SA Local Government First Aid Education &ComplianceGuide 2022

First Aid Training Understanding your first aid requirements You are not alone if you are unsure whether your council meets all requirements under the Workplace Health and Safety (WHS) Act and Regulations. In fact, over the years there have been a number of gaps within the South Australian local government ranging from lack of equipment and facilities, to not having enough or any nominated first aiders, to first aid qualifications not matching the level of risk. This guide will help you breakdown the complexities of compliance and St John SA is here to help you to meet your requirements and understand the responsibilities with first aid compliance. Emerging issues Safe Work Australia 2021 recorded a total of 120,355 serious claims of work-related injury and disease. The most common work cover claims were as a result of injuries occurring from body stressing, falls, trips and slips. While the rate of serious claims for work-related injuries, diseases and fatalities has decreased by 23% since the early 2000s, the related costs have increased significantly. The percentage of costs borne by employers has also risen – yet another reason to make workplaces safer. Conquering Complexity

Overview Did you know that workplaces require a minimum number of qualified first aiders? Low-risk workplace – one first aider for every 50 workers High-risk workplace – one first aider for every 25 workers Remote high-risk workplace – one first aider for every 10 workers Nominated first aiders should attend training on a regular basis to refresh their first aid knowledge and skills to ensure they are competent to administer first aid as well as any necessary specialised training. It is recommended that refresher CPR training should be carried out annually with first aid qualifications every three years. First Aid Training The COVID-19 pandemic has presented a range of challenges including the disruption of delivery of first aid training. The first year of the pandemic saw a drop of approximately 400,000 people completing first aid training in Australia. The pandemic also saw a decline in those participating in Mental Health First Aid training. Support within the workplace is crucial and with the pandemic fear growing, meant mental health challenges were at the forefront. While we slowly shift back into a world of normality, it’s important to remember, first aid training is not only applicable to the workplace, it is for every day. https://nationalindustryinsights.aisc.net.au/industries/health/first-aid https://www.ncver.edu.au/__data/assets/pdf_file/0042/9667077/Impact_of_COVID_on_industry_innovation.pdf https://www.publicsector.sa.gov.au/__data/assets/pdf_file/0003/215238/002-Covid-19-Support-Wellbeing.pdf Emerging issues

First Aid Training Overview P oducts Just like first aid training, South Australian councils must meet Safe Work Australia’s minimum requirements for first aid equipment and facilities. This includes the consideration of volunteers, contractors, subcontractors and visitors at the council premises. Safe Work Australia’s First Aid in the Workplace Code of Practice states the type and quantity of essential first aid equipment necessary in different settings in order to meet the minimum requirements. The type of first aid kits and additional modules required will depend upon work type and whether council staff work indoors, outdoors or in regional and remote areas. Understanding facemasks The pandemic has seen the importance of wearing face masks amongst the community to help stop the spread of COVID-19. How well do you know your masks? See below as we compare the most popular masks to understand how they perform against the spread.

Defibrillators

9 SOLUTIONS The cost of a defibrillator is insignificant if it means saving a life. Automated External Defibrillators are safe and easy to use by any person, trained or otherwise. St John SA has a broad range of models, and we can help advise you on which model will work best for your needs. The following model is recommended by St John for council environments.

Why every council should have public access AEDs Increase chances of survival from sudden cardiac arrest in the community • Over 25,000 Australians suffer an Out of Hospital Sudden Cardiac Arrest each year • Less at 10% survive • Defibrillation within the first few minutes increases chances of survival to as much as 70%. Safe and easy to use by any person • A defibrillator will only administer a shock if required • Fully automated models available • Voice prompts assist through CPR and defibrillation • Unit analyses the patient’s heart rhythm and only applies a shock when required • Self-checking units for minimal maintenance Where you least expect it… Public access to defibrillators is vital in the community. As defibrillation is the only way to restore a heart with a fatal heart rhythm back to a normal heart rhythm, it is important for the public to feel safe knowing there is a public accessible defibrillator nearby. In late 2021, Genevieve finished her CPR refresher course with St John SA when it needed to be put to use at a time she least expected it. While travelling interstate, a swimmer at the local pool was found unresponsive. She recognised that he was not breathing and with the help of the lifeguard, he was pulled from the water and a defibrillator was applied. Genevieve started compressions and the second shock of the defibrillator brought the swimmer back to life. Not everyone has access to a defibrillator when these types of events happen. This is why public access defibrillators are a must in public spaces. Overview Sudden cardiac arrest can happen to anyone, at anytime, anywhere, even without any pre-existing medical conditions. The only definitive treatment is with an Automated External Defibrillator (AED) shock, allowing the heart a chance to restore to a normal rhythm. This makes it vital for workplaces to be prepared with the essential training and equipment to manage this situation.

Speedy and smart: LIFEPAK CR2 Ideal public access defibrillator, or for vehicles, workplaces and offices • Fastest time to first shock • Easy child-mode toggle switch (no separate accessories needed) • Provides clear voice prompts and CPR guidance • WI-FI features • IP (International Protection) Rating: 55
